## Who runs the company

Yurii Havryliv owns HB Power Electric and does the work. There is no dispatcher and no second van.
The person who prices the job pulls the permit, installs it and meets the inspector.

He worked in the trade before the company existed, and two jobs on this site pre-date it. In
October 2024 he wired designer lighting in a Bellevue high-rise: pendant clusters into a wood-plank
ceiling, backlit disc sconces, stair step lights and LED channel in closet millwork. In July 2025
he wired rooftop refrigeration controls in Edmonds, landing Siemens contactors and a Carel
condensing-unit controller in an outdoor cabinet fed from a subpanel on a PVC riser. Both are
captioned as the owner's prior work, because both pre-date this licence.

HB POWER ELECTRIC LLC was formed on 7 October 2025. The Washington electrical contractor licence
was issued on 20 October 2025. Everything after that date was permitted and inspected under
HBPOWPE758PO.

worth checking here is not a biography but the numbers below, all of them public.

All three come from the Washington State Department of Labor & Industries. Journey level lets a
person do electrical work in this state without supervision. The administrator certificate is the
one buyers miss: every Washington electrical contractor licence must name a certified electrical
administrator answerable for the work done under it, and on HBPOWPE758PO that is the same person
holding the tools. General (01) is the broadest specialty L&I issues — all types of electrical and
telecommunications work — not a limited specialty such as HVAC-only. Expiry dates, the bond and the

## How a job runs here

Permit first. WAC 296-46B-901 puts that on the electrical contractor before work starts, not on the
customer afterwards. Which office issues it depends on the address: Seattle SDCI inside Seattle,
Tacoma Power in Tacoma, the city building department in Bellevue, Everett, Kirkland, Redmond,
Sammamish and Federal Way, and Washington L&I in Bothell, Kenmore, Issaquah, Kent, Edmonds and
Puyallup. The fee appears as its own line on the quote.

Then the install, the inspection, and the paperwork you keep: the permit number and inspection
result, a circuit schedule or filled-in directory for anything that changed a panel, and the model
and serial numbers of the equipment installed. The Federal Way restaurant panel below has its
kitchen and bar schedule written out beside it — coffee, dishwasher, hood and refrigeration,
convection, combi, cooktop, water heater, air conditioning — because whoever opens it next needs to know.
The Kent panel got a directory for the same reason.

Ten Seattle SDCI electrical permits have been issued to HB Power Electric since December 2025, and
nine are complete. That is the honest size of the record so far.

## Where the work is

Bothell is the base and the I-5 corridor is the range: Everett and Snohomish County north, Seattle
and the Eastside in the middle, Kent, Federal Way, Auburn, Puyallup and Tacoma south — King,
Snohomish and Pierce counties. Further out, Bellingham in particular, is by arrangement. Ask first.

## What HB Power Electric is not

- **Not a construction firm.** RCW 19.28 covers the electrical and telecommunications side only.
  Framing, drywall, plumbing and mechanical belong to somebody else.
- **No certificate of insurance on file.** Licensed and bonded is the accurate phrase and the only
  one used here. The $4,000 bond is on the public L&I record; general liability coverage is not,
  because L&I does not record it for electrical contractors.
- **No employees.** Washington workers' compensation records show none, which is why this site
  promises no after-hours call-out and no response window it cannot keep.
- **No government-funded contracts.** Washington's responsible-bidder training under RCW 39.04.350
  has not been completed here, so bidding that work is not on the table. Private commercial and
  residential work only.

A company formed in October 2025 cannot offer a long history. It offers the alternative: a licence
number, two certificate numbers, a bond number and a permit count, all checkable in about two
minutes at L&I Verify.

Yurii Havryliv, the owner. He holds the Washington Electrician Journey Level (01) certificate and is the designated Electrical Administrator General (01) on company licence HBPOWPE758PO. There are no employees, so the person who walks the job and writes the quote is the person who wires it and meets the inspector. It also sets the pace honestly: only as much work is taken on as one licensed electrician can keep on schedule.

The record shows licence status and specialty, the bond and the surety company, the named electrical administrator, and any violations, strikes or debarments. Do this for every electrical contractor who quotes you, not only this one.

### Does HB Power Electric carry general liability insurance?

There is no certificate of insurance on file, and this site will not imply otherwise. Washington L&I does not record general liability coverage for electrical contractors, which is why the wording here is licensed and bonded: a $4,000 electrical contractor bond under RCW 19.28.041, held with Western Surety and listed on the public L&I record. If a landlord, property manager or GC needs a COI before work starts, ask, and you will get a direct answer about where that stands.

### Why hire a company that was only formed in October 2025?

Because the parts that matter are checkable today rather than asserted. The journey-level certificate, the administrator certificate, the General (01) contractor licence, the bond and the Seattle permit record are all public. Ten SDCI electrical permits have been issued since December 2025 and nine are complete and inspected. The owner also worked in the trade before the LLC existed: the Bellevue high-rise lighting from October 2024 and the Edmonds rooftop refrigeration controls from July 2025 are his, and are labeled as prior work wherever they appear.

### Can HB Power Electric handle the non-electrical parts of my remodel?

No. The licence is an electrical contractor licence under RCW 19.28, covering electrical and telecommunications work. HB Power Electric does not hold the separate RCW 18.27 construction registration, so framing, drywall, plumbing and mechanical are outside its scope and are not offered. On a tenant improvement or a remodel the role here is the electrical sub, coordinating with whoever holds the overall contract.
