## Who we do commercial work for

Four buyers account for nearly all of it, and they are all buying the same thing: a permit pulled under a real licence, an inspection that passes, and a date that holds.

- **Restaurant and bar owners** building out a leased shell. Electrical is the long pole. Twenty to forty equipment circuits come off the equipment schedule, the hood needs a shunt trip, and the panel has to be sized before the equipment order is placed rather than after it arrives.
- **Landlords and property managers** turning a second-generation suite. That usually means demolishing a dead lighting layout, adding the controls current energy code requires, and re-scheduling a panel whose existing directory is fiction.
- **GC superintendents** who need an electrical sub for a single-tenant job and want the permit, the rough-in inspection and the trim date in writing before they commit anyone else's dates to it.
- **Facilities and refrigeration people** with a condensing unit down, a control cabinet nobody ever labelled, or a floor of T8 fixtures a utility lighting rebate could help pay to replace.

One honest note on that last row. Low-voltage sits inside the General (01) licence, but there is no photographed low-voltage job on file yet, so that row is capability rather than portfolio.

## Which code sections drive a commercial electrical bid?

Most of the difference between a cheap bid and a complete one lives in four documents.

**WSEC C405** sets lighting power density limits and requires occupancy, daylight and time-switch controls on commercial interior lighting. A lighting bid that prices fixtures but not the control scope is incomplete, and it surfaces at inspection when the schedule has no room left.

**NFPA 96** requires cooking equipment under a Type I hood to shut down electrically when the fire-suppression system discharges. That is a shunt-trip breaker and an interlock, and it is electrical scope on every restaurant job. The classic failure is nobody owning it until the fire inspector's test day, and then the opening date waits on a shunt-trip breaker that is not in stock.

**Table 429.2** of the Washington State Building Code sets EV-ready parking counts for new construction. Confirm the adopted percentages with your jurisdiction before bidding, because adoption varies. The shape is 10% EVSE-installed, 10% EV-ready and 10% EV-capable for the commercial groups, and more EV-ready parking for Group R multifamily. Sites under ten spaces are generally exempt outside Groups A, E and M.

**The Clean Buildings Performance Standard** reaches Tier 2 buildings — nonresidential from 20,001 to 50,000 square feet, and multifamily over 20,000 square feet — with a 2027-07-01 deadline for benchmarking, an energy management plan and an O&M program, and penalties up to $0.30 per square foot. Inside Seattle, the Building Emissions Performance Standard adds verification starting in 2027 for the largest buildings and emissions targets from 2031, with all-electric buildings exempt from the emissions targets. For most owners the first move on both is lighting and controls, and all four utilities in the corridor run an incentive for exactly that work.

## Who issues the permit, and what does it cost?

WAC 296-46B-901 makes the electrical permit the contractor's to buy, before work starts. We buy it under HBPOWPE758PO and we schedule the inspection.

Which office issues it follows the address, not the mailing city — the permitting-authority row in the facts above names who covers where, from Seattle SDCI to Tacoma Power to Washington L&I. Where L&I is the authority, its fee schedule F500-130-000, effective 2026-07-01, prices a new commercial service of 201 to 400 A at $303.60, the first panel of up to five circuits at $100.50, and each additional circuit at $8.20. SDCI, Tacoma Power and the cities that issue their own permits publish their own fees, so the permit line on your bid is the one for your address.

The closeout document is the part most bids skip. On the Federal Way job the circuit schedule started as handwriting on the drywall next to the new panel and ended up as the directory in the cover, so the kitchen manager can find the combi oven breaker at 6 a.m. without calling anyone.

## What we have built, and what we have not

The **Federal Way restaurant and bar tenant improvement**, May 2026, is the commercial rough-in proof. MC cable and EMT through new framing into labelled four-square boxes, parallel conduit runs threaded under sprinkler piping and spiral duct, surface conduit along an exposed beam ceiling out to track heads and downlights, and a new kitchen panel whose schedule covers two 30 A bar coffee circuits, a 20 A dishwasher, a 40 A combi oven, a convection oven, a cooktop, a 20 A microwave, a 30 A water heater, a 20 A pump, hood and refrigeration circuits, and 30 A and 40 A air conditioning.

The **Edmonds rooftop refrigeration controls**, July 2025, is the controls proof: an outdoor load center on a PVC riser feeding rooftop equipment, a Siemens contactor cabinet with a 230 V terminal block, control transformer and DIN-rail controller, and a Rittal control compartment on a single-phase condensing unit. That job pre-dates the company licence. It is the owner's prior work and it is captioned that way everywhere it appears.

Two things we will not blur. Our Seattle permit record is **residential** — evidence that we pull permits and pass inspection, not evidence of commercial volume in the city. And we have not yet photographed an office, retail, dental or med spa fit-out, a commercial EV charging site or a three-phase service upgrade, so where those are described on this site, the gallery beside them is a different job, usually the Federal Way restaurant set.

## When does a utility incentive have to be applied for?

Before the equipment is bought, on nearly every program in the corridor. Seattle City Light, Puget Sound Energy, Snohomish County PUD and Tacoma Power each run their own commercial lighting program, and Seattle City Light also funds business EV charging for qualifying small businesses. Current amounts, who qualifies and the source for each are in the table on this page, with the date they were last checked.

Sequence is what costs people money. PSE's lighting agreement has to be executed before installation begins, and SnoPUD's charger rebate has to be claimed within 90 days. Buy the fixtures first and the incentive is gone, which is why the incentive question belongs in the bid conversation rather than the closeout folder.

### Do you pull the electrical permit for commercial work, or do I?

We do. WAC 296-46B-901 puts the electrical permit on the licensed contractor, bought before work starts, and we schedule the inspection as well. Which office issues it depends on the address: Seattle SDCI inside Seattle, the city building department in Bellevue, Everett, Kirkland, Redmond, Sammamish, Federal Way, Lynnwood and Renton, Tacoma Power in Tacoma, and Washington L&I in Bothell, Kent, Edmonds, Issaquah, Covington, Auburn and Puyallup. Permit fees are itemized on the bid, not buried in the labour line.

### Can you bid a restaurant or bar tenant improvement?

Yes, and it is the commercial work we have photographed. A restaurant bid covers the kitchen and bar equipment circuits off the equipment schedule, the hood shunt trip and Ansul interlock required by NFPA 96, makeup-air and exhaust fan control wiring, dining and back-of-house lighting with the controls the energy code requires, POS and data boxes, and a panel sized for the equipment order rather than for the old tenant. Send the equipment schedule with the plans and the bid gets much tighter.

### What do you need in order to give a commercial bid?

The electrical sheets and lighting plan, the panel schedule if there is one, the equipment cut sheets or a written equipment list, and the address so we know which office permits it. A walkthrough follows for anything on an existing service, because the truth about spare capacity, existing feeders and what the old panel directory really controls is only findable with the cover off.

### Who actually does the work on site?

Yurii Havryliv, the owner. He holds the Washington Electrician Journey Level (01) certificate HAVRYY*757JG and is the designated Electrical Administrator General (01) HAVRYY*765MP on the company licence. HB Power Electric is owner-operated, so the person who walked the space and wrote the scope is the person installing it. It also means we sequence honestly: we take on the number of commercial jobs one licensed electrician can actually keep on schedule.

### Do you have commercial jobs to show inside Seattle itself?

Not yet, and we would rather say so. The ten Seattle SDCI electrical permits on our record since December 2025, nine of them completed and inspected, are residential jobs. The commercial proof is the Federal Way restaurant and bar tenant improvement from May 2026 and the Edmonds rooftop refrigeration controls from July 2025, which pre-dates the company licence and is captioned as the owner's prior work. Seattle commercial permits go through the same SDCI process we already use.

### Does your licence cover low-voltage and telecommunications cabling?

Yes. The specialty on licence HBPOWPE758PO is General (01), which L&I defines as all types of electrical and telecommunications work, so Class 2 and Class 3 systems, pathways and structured cabling are inside our scope. Be aware of the honest gap: we have no photographed low-voltage job on file. Treat it as licensed scope we can bid, not as a portfolio we can show you.

### Do you handle the utility rebate paperwork for lighting and EV charging?

We prepare and submit the applications and supply the fixture counts, wattages and invoices the programs ask for. What we cannot do is promise an approval or an amount, because Seattle City Light, PSE, Snohomish County PUD and Tacoma Power set and change these programs themselves. The important constraint is timing: almost every one of them requires pre-approval before equipment is bought, and PSE will not pay on a lighting project installed before the agreement is executed.

### How large a commercial job can you take?

Single-tenant build-outs, control panel work, service and distribution upgrades on one building, and retrofits that can run in phases or after hours. A ground-up project of a hundred thousand square feet on a compressed schedule is not a fit for an owner-operated shop, and we will tell you that on the phone rather than at rough-in. If the job is too big for us, saying so early costs you nothing.
