For HVAC contractors: the licensed electrical sub on your jobs

HB Power Electric holds Washington electrical contractor licence HBPOWPE758PO with the General (01) specialty, which covers all types of electrical and telecommunications work. The thing that stalls a hookup is usually panel capacity, not the wire. A 100 A service already carrying a range, a dryer and a water heater often has nothing left for a 40 A heat pump circuit once the load calculation is run, and finding that out after the equipment is on the pad is expensive for everyone. Send a photo of the panel and the cut sheet early. Where the numbers do not work, the answer is a subpanel or a service upgrade, priced separately.

Utility money changes who can be on a job, not only what it costs. Every programme in the table below needs pre-approval before the equipment is bought, and where a programme names an installer credential it attaches to the mechanical contractor setting the equipment rather than to the electrical sub underneath it. Confirm the current terms with the utility before anyone promises a customer a number.

The Columbia City photos on this page are the straightforward version of this work: a Mitsubishi Electric mini-split condenser in Seattle, August 2026, with a new Midwest outdoor disconnect, a Cantex weatherproof junction box and liquid-tight flex into the unit. In March 2026 the owner wired a Fantech makeup-air unit and its inline electric duct heater controls — contactor, 24 V transformer, thermal limit — in a Madison Park crawlspace. That job was makeup-air, not a heat pump, and none of its photos are publishable, so it appears here in prose only.

For facilities and restaurants: rooftop and refrigeration controls

Refrigeration electrical is narrower than “commercial electrician” suggests. It is control panels and the power that feeds them: contactor and starter replacement, control transformers, fuse blocks, DIN-rail controllers, terminal strips, and the outdoor distribution that carries 208–240 V up to a rooftop or out to a pad-mounted condensing unit.

The Edmonds job below is the reference. A single-phase air-cooled condensing unit with its control compartment in a Rittal enclosure: power distribution block, fuse block, control transformer, a Carel-style DIN controller with a display, terminal strips and ground lugs, with liquid-tight conduit into the enclosure and the wiring diagram on the inside of the door. A second cabinet on the same job carries Siemens motor starters, run and start capacitors, a 230 V terminal block and fused control circuits. Feeding both is an outdoor ABB load center with two two-pole breakers and a PVC riser with an LB fitting into rigid and flexible conduit. That work was done in July 2025, before the company licence was issued on 2025-10-20, so it is the owner’s prior work rather than a company job.

What facilities and restaurant operators usually call about: walk-in cooler and freezer controls and defrost circuits, EC and ECM fan motor changes, rooftop unit disconnects and whips, hood and makeup-air interlocks in a commercial kitchen, and control panel modification when the refrigeration contractor changes the sequence and the existing panel no longer matches it.

Seattle City Light pays commercial customers $0.36/kWh saved on HVAC, heat pump, VRF and refrigeration measures, with ECM motors at $55–$140 and strip curtains at $9 per linear foot. The constraint that catches people is pre-approval: the application has to be in before the equipment is bought, and a retrofit that is already installed generally cannot be claimed afterwards. HB Power Electric can put together the electrical side of that paperwork, but the utility decides.

One limit stated plainly. HB Power Electric is one person and publishes no response-time commitment. If a case is warm and the work cannot wait, say so on the call and you will get a straight answer about when it can start.

Permits, and who pulls which one

WAC 296-46B-901 puts the electrical permit on the electrical contractor and requires it to be bought before work begins, so the schedule starts at the filing rather than at the equipment delivery. Seattle work files with SDCI, Tacoma with Tacoma Power, and the rest of the corridor with Washington L&I or with the city itself. Ten Seattle SDCI electrical permits have been issued since December 2025, nine completed and inspected, all residential.

A controls change with no new branch circuit still needs a filing of its own. A low-voltage thermostat is a separate $59.50 line on the Washington L&I fee schedule effective 2026-07-01, which is worth knowing before a sequence change gets treated as a no-permit service call.

Common questions

Who pulls the electrical permit on a heat pump or mini-split install?

The electrical contractor does. WAC 296-46B-901 requires the electrical permit to be purchased before the work starts, so HB Power Electric buys it and schedules the inspection for the circuit, disconnect and controls. The mechanical contractor pulls the mechanical permit for the equipment itself. Which office issues the electrical permit depends on the address: Seattle SDCI in Seattle, Washington L&I in Edmonds, Bothell, Kenmore, Issaquah, Kent and Puyallup, the city itself in Everett, Bellevue, Lynnwood, Kirkland, Redmond and Renton, and Tacoma Power in Tacoma.

What size circuit does a mini split need?

It is sized from the outdoor unit's nameplate, not from a rule of thumb. The minimum circuit ampacity sets the conductor and the maximum overcurrent protection sets the breaker. A small single-head system often lands on a 15–20 A 240 V circuit; multi-zone systems and ducted heat pumps with electric strip heat commonly need 30–60 A. Send the cut sheet before the walkthrough and the circuit, disconnect and whip can be priced without a second visit.

Can HB Power Electric be the electrical sub on a PSE heat pump rebate job?

Yes, as the electrical contractor. From 2026-04-02 Puget Sound Energy requires a Trade Ally / Recommended Energy Professional installer on its residential heat pump rebate of $1,500–$4,400 depending on system type. That status belongs to the mechanical company installing the equipment. HB Power Electric does not claim it, and instead takes the electrical scope — circuit, disconnect, air-handler feed and controls — on those jobs. The rebate requires pre-approval, so confirm the current terms with PSE before quoting a customer.

Does the Seattle City Light small-business discount cover the electrical work?

No. Seattle City Light gives businesses with fewer than 50 employees in its territory a $5,000 instant discount on heat pumps under 5.4 tons, and $1,750 on heat pump water heaters. That comes off the equipment through the programme, needs pre-approval, and does not pay for the branch circuit, disconnect or panel work. Budget the electrical hookup separately using the range on this page, and expect the utility to want the paperwork started before anything is bought.

Do you work as a subcontractor for HVAC and refrigeration contractors?

That is most of this work. HB Power Electric is owner-operated, so the person who walks the job is the person who wires it and answers the phone about it afterwards. Typical arrangement: the mechanical contractor sets the equipment and owns the refrigerant and duct scope, HB Power Electric owns the electrical permit, the circuit, the disconnect, the controls wiring and the inspection. Do you have photos of walk-in cooler or VRF control work?

Not yet. The refrigeration photos on this page are a single-phase air-cooled condensing unit in Edmonds — Siemens contactors, a Carel-style DIN controller in a Rittal compartment, and the outdoor ABB load center that feeds it. That job was done in July 2025 and pre-dates the company licence, so it is shown as the owner's prior work. Walk-in controls and VRF hookups are within the General (01) scope but are not yet photographed.
